Family Self-Sufficiency Program

Program Highlights

FSS is a program designed to assist San Joaquin Housing Authority clients to become independent of public assistance. With the help of local agencies, FSS combines case management, education, training ans supportive services with rental assistance to aid families toward self-sufficiency.

FSS is a 5-year program for low-income families. They receive rental assistance, along with vital supportive services designed to assist the family in gaining employment while receiving the training and skills necessary to remain gainfully employed. It is anticipated that through full-time employment, FSS families can become productive and financially independent.

  • Education (Basic, GED, ESL)

  • Effective Communication Skills
  • Job Retention Skills
  • Assertiveness Training Skills
These supportive services along with others will be offered in cooperation with local agencies.

Accepting The Challenge

Each participant family in the FSS program is required to sign a Contract of Participation. This contract outlines the rights and responsibilities of the family during participation in the FSS program. The 5-year contract is based on a thorough assessment of the individual needs of each participating family and with specific supportive services focused to meet these needs.

Defining The Goal

A Training and Service Plan is created with each participant stating the specific steps and goals the participants will need in order to successfully complete theContract of Participation. Essential components of the Training and Service Plan will be for the FSS family head to seek, acquire, and maintain full time employment.

Encouraging The Process

As each FSS participant becomes employed and earns more money, their portion of the subsidized rent must increase. While under a Contract of Participation, a portion of the rent increase will placed in an interest bearing account by the Housing Authority. Once the family has completed their 5-year Contract of Participation, and is free from all government subsidies, they may cash out their escrow account.

  • FSS offers initial and continuous support to make the transition to self-sufficiency possible.
  • Once the FSS family finds and maintains employment, an interest bearing escrow account will be established for the family.
  • As FSS families become self-sufficient, their housing subsidies become available for others who wish to succeed.
  • As an FSS participant who is employed full-time becomes self-sufficient, they also become a tax-paying citizen which helps to reduce the tax burden on society as a whole.
