Under the Rental Assistance Housing Program, a Housing Assistance Payment contract is entered
between the Housing Authority and the landlord to provide assistance for the eligible family. This
HAP Contract will assure that a portion of the family's rent will be paid
directly to the landlord by the Housing Authority. The relationship between the landlord and the
family is no different than it would be on the private market except the rent is paid jointly by the
Housing Authority and the family, and the unit must pass an inspection and test of rent reasonableness.
Two of the great benefits of this unique program is that the landlord is entitled to a rent increase
after the initial lease term, according to the rental agreement and State law, and the landlord may
post vacancies with the Housing Authority at no cost. The Housing Authority makes these listings available
to all eligible families.
