The Housing Authority of the County of San Joaquin (HACSJ) administers Sierra Vista Homes, Conway Homes, Tracy Homes, and Mokelumne Manor also knows as Public Housing, funded by the U.S. Department of Housing and Urban Development (HUD), which provides rental assistance to extremely low, very low and low income households in the San Joaquin County. The program’s objective is to allow eligible families to afford to live in decent, safe, and sanitary housing. In Public Housing rental assistance, residents are allowed to pay at least 30% of their income towards rent; or a flat rent amount. Sierra Vista Homes is a community located at 2536 Belleview Ave., in Stockton, south of Charter Way and off Airport Way; the community offers 391 single-story and two-story duplexes, triplexes, and four-plex family homes ranging from one to five bedrooms. Each home has its own fenced back yards, located close to schools, Maya Angelou Library, San Joaquin County Fairgrounds, RTD public transportation access, grocery and convenience stores, and Stockton Metropolitan Airport. Conway Homes is a community located at 714 Flint Ave., in Stockton, south of 8th St.; the community offers 436 individual single-story family homes and duplexes, ranging from one to five bedrooms. Each home has its own fenced backyards, located close to schools, Van Buskirk Community Center, Van Buskirk Golf Course, and RTD bus line. Tracy Homes is a community located at 311 West Street, which offers 195 individual singe-story family homes and duplexes, ranging from one to five bedrooms. Located in Tracy, CA, this development also offers a 20 unit Senior only community. The other units are located throughout the city of Tracy and are conveniently located to schools, shopping areas, bus lines, and police stations. Mokelumne Manor is a community located at 26188 N. Manor Drive, in Thornton, CA north of Stockton; this development offers 50 single-story duplexes ranging from one to four bedrooms. Each home has its own fenced backyards, located close to schools, Community Center, Public Library, RTD bus line, and offers a quiet living environment. All four Public Housing Development offers on-site Child Care Facility, and the residents are also provided with public community services information. The HACSJ also offers to the residents the Family Self-Sufficiency Program (FSS) that is an innovative, voluntary program that helps Public Housing participants achieve economic independence over a five-year period. Participants work with a case manager, to assess their strengths, identify barriers, set goals and achieve them. Participants are able to accrue an escrow savings account, managed by the HACSJ, while earning income.
