The Business Office comprised of the Director of Business Office, Procurement Administrative Analyst, Human Resource Specialist, Capital Fund Coordinator, Project Manager, Assistant Project Manger and a Program Assistant.
The Business Office provides Procurement, Development, and Human Resource services for the HACSJ.
The Business Office services include: central receiving, purchasing, copying and duplicating services, mail and postal services, construction and maintenance
contract administration, contractor services, and employment and personnel services. |
Mr. Jim Kruse has been with the Housing Authority of the County of San Joaquin since 2005 and brings over 14 years of Human Resource and Business Management experience. As the Director of the Business Office, Mr. Kruse oversees both the Procurement and Human Resources Departments.

Prior to joining the Housing Authority, Mr. Kruse was the Executive Director/Director of Human Resources with Senior Services Agency in San Joaquin County.
The Business Office is also responsible for the ongoing development and implementation of the HACSJ’s Minority and Women-owned Business Enterprise (M/WBE) programs through Outreach and Assistance, Contract Compliance, and Audit Verification. The Business Office maintains a register of enrolled M/WBE companies in efforts to facilitate M/WBE participation in the procurement process.
A primary responsibility of the Business Office is to increase and encourage the participation of the business community to sell their goods and services to the HACSJ. The Business Office will help link interested businesses to the HACSJ’s online procurement website, register as a vendor, submit bids and more.
